Mr. Ricky McNeal - President
Ricky currently serves as the Garland NAACP's President and Political Action Chair. Ricky also is responsible for AD sales for the annual Freedom Fund Event. In addition to those duties Ricky is active in the Garland Area Brotherhood and serves as Program Chair. He is a Deputy Registrar of Voters for Dallas County.
Ricky is a graduate of Jonesboro Hodge High School and Louisiana Tech University (Marketing Major).
Honorable Annie Dickson - Vice President
Annie married Frank Dickson 47 years ago; they have 2 daughters, 3 granddaughters and one son-in-law and she is the oldest of 6 children. Graduated from Notre Dame HS in Shreveport, Louisiana and attended Grambling State. It was at Grambling that Annie redirected her involvement into the 60’s Civil Rights movement under the leadership of Dr. Martin Luther King Jr’s movement for justice. After moving from Shreveport 45 years ago, Annie & Frank made their home in Garland, Texas. Annie is a member of Kaiser Street MBC and has served in the church for over 45 years as an Usher and Sunday School teacher for youth classes for 23 years and now Adult classes for 22 years to present. Annie worked 23 years as an Engineer Aid for Varo Semiconductor in Research & Development of new products where she later supervised three shifts. She also attended Richland Community College for 3 semesters while maintaining a home for her family and continued to supervise 3 shifts, and then the job ended after 23 years. She then began increasing her grassroots involvement in her community and attending City Council meetings to understand why her neighborhood and city was changing. While looking for someone to run for city council for district 2, Annie decided to run and was elected as Garland’s first African-American female to serve on the City Council 1995-1999 registering over 300 new voters in her district. In 2000, she entered the race for Mayor of Garland and came within 47 votes of not winning. She was the first person of color to run for Mayor in Garland. Annie’s awards are many, a total of over 40 from the community, Garland School District City of Garland, churches, local, state and national organizations. Annie believes that in her wining and losses, it opened another door to possibilities for herself and others serve Garland. She continues to serve on several board and committees in Garland.

Chonda Williams - Branch Secretary
Chonda Williams was born and raised in Dallas (Garland area). She received a Doctor of Pharmacy degree from Massachusetts College of Pharmacy and Health Services in Boston Massachusetts and a bachelors degree from Spelman College, where she majored in Biology. Ms. Williams is currently employed by Parkland Health & Hospital System as an Inpatient Clinical Pharmacist and Walgreen's Pharmacy as a Relief Pharmacist. Ms. Williams is a member of Mount Hebron Missionary Baptist Church in Garland and a member of Delta Sigma Theta Sorority, Inc.
Mr. Larry Daniels - Treasurer
Larry D. Daniels is a native of Longview, Texas. He served two terms as treasurer of the NAACP Garland branch and currently is a member of the 2003/2004 Executive Committee. He is devoted to the preparation and cleanup of the 2.2 mile route taken at the annual Martin Luther King parade and march in Garland.
Larry is married, a father of two daughters and a grandfather of three boys and two girls. He is a devoted member of Kaiser Street Baptist Church in Garland, where he serves on the Board of Deacons, President of the Brotherhood and Coordinator of the monthly church nursing home outings.
For 14 years, Larry was the sole owner and operator of Plumbing By Larry. He handled new construction, remodels and repairs for both business and residential customers in the Dallas/Ft. Worth Metroplex. He has served 7 years on the City of Garland Plumbing and Mechanical Board, under the appointment of the Garland City Councilperson, District 2. Currently, Larry is completing his 6th year of employment with the City of Rockwall, Texas, where he is a team member of the Building Inspections department. Larry was educated in the Gregg County School District, in east Texas, I.M. Terrell High School in the Ft. Worth ISD and Texas Wesleyan University also in Ft. Worth.
